Rule of law and fight against corruption

The rule of law refers to a system of functioning of state and social institutions in accordance with the legal provisions. The democratic government is based on the rule of law and judicial independence. The rule of law implies the division of power into legislative, executive and judicial, as well as the existence of legal mechanisms for controlling the government in order to protect the democratic values from arbitrary and undemocratic rule.

In order for institutions to work according to the law, it is necessary to have and effectively implement mechanisms for protection against corruption. Corruption and corrupt practices are actions through which persons in a position of power abuse their position in order to obtain illegal benefits for personal gain. Corruption seriously hinders the general development of the country in a way that contributes to the decline of the democratic values and the legal security of citizens.

The establishment of mechanisms for promoting the rule of law and the fight against corruption is a very important component of the overall economic and democratic development of the country.

The thematic area in the National Development Strategy entitled “Rule of Law and Anti-Corruption” covers the following subareas: separation of powers, protection of human rights and freedoms, judiciary, public prosecution, practice of law, fight against corruption, high-level corruption, public-sector corruption, private-sector corruption, anti-corruption mechanisms.
