Spatial planning is a multidisciplinary activity whose goal is long-term projection of sustainable spatial development.

Spatial plans have the characteristics of legal projects, the obligation for their preparation is provided by the Constitution of the Republic of North Macedonia, and their adoption is implemented through a democratic and transparent procedure in the Assembly of the Republic of North Macedonia.

The spatial plan is a document that offers solutions for all segments of social development that have spatial implication: purpose and use of land, spatial location and allocation of economic, non-commercial and public functions, system of settlements, spatial arrangement of the overall infrastructure and directions and measures for protection and promotion of the: environment, nature and cultural heritage, as well as protection from military destruction, natural and technological disasters.

Spatial plans are a conceptual framework for the preparation of all plans and lower-level planning documentation; and all sectoral strategies, development plans and programs and other documentation for activities of public interest are harmonized therewith, as strategic documents of the highest level.
